inevitable, but it is not likely to be serious, as any

inconveniences to certain trades are offset by greater

convenience to others. The scheme has the unanimous

approval of the Urban Council.

I attach a memorandum by the Colonial

Treasurer on the financial implications of the scheme,

and shall be glad to have early approval of the proposals in order that the work of construction may proceed with the least possible delay.

4.

I have meanwhile instructed the Director of

Public Works to proceed with plans for the new wholesale

market on as economical a scale as possible.
